If you refuse to take a chemical test requested by law enforcement officers to test your blood alcohol concentration (BAC), your license will be suspended for at least six months by the Department of Motor Vehicles at an administrative hearing. You will also be fined up to $300. If this is your second refusal, you will lose your license for a year and face a $750 fine.
A driver who is under the 21 and refuses to submit to a chemical test will lose their license for one year under the Zero Tolerance Law. They will also face a $300 fine. The administrative hearing and resulting penalties and suspension is completely independent from any hearings, penalties, and fines for a drugged driving or drunk driving conviction.
